Do consumers understand what the labels mean?

The consistent misreading

Consumers systematically misread packaging sustainability marks, and the errors run in one direction: toward recyclability, toward completeness, toward virtue. The chasing arrows read as “recyclable.” “Recycled content” reads as “made entirely of recycled material.” A financing mark reads as an environmental endorsement. That pattern is the empirical basis for many of the harmonisation statutes, deemed-deception laws and per se claim rules in the other themes.

The direction of error is consistent across every instrument located. Some headline figures rest on narrower bases than their circulation suggests. The same consumers who misread the labels often report high confidence in their own recycling competence.

Consensus statements

The United States National Academies’ 2025 consensus study on municipal recycling states: “Inconsistent and misleading packaging labels, including the use of the chasing arrows symbol and resin identification codes, are significant causes of consumer uncertainty and misunderstanding.” Resin codes “indicate only the type of resin… and not whether a product is widely recyclable” (National Academies, 2025). Citing 2023 Recycling Partnership data, 78 per cent of consumers “look at recycling information on products to try to sort them correctly” while “63 percent report still being confused about whether an item is recyclable.” 82 per cent trust on-product recycling information to be accurate; 71 per cent “feel deceived and discouraged when a product claims to be recyclable when it is not.” Strength grade: strong as a synthesis — multi-author consensus with formal external review. The confusion figures it reports are themselves survey self-report.

UNEP and Consumers International’s 2020 mapping, “Can I Recycle This?”, found that “too often the onus is placed on consumers to understand an array of confusing, contradictory, or misleading information,” and recommended restricting the chasing-arrows symbol to genuine recyclability indication (UNEP and Consumers International, 2020). Strength grade: authoritative mapping, not a comprehension experiment. It is cited for its stated conclusions, not for comprehension statistics.

Measured error rates

Green Dot as recyclability. A 2018 Which? survey of 2,000 UK adults reportedly found 48 per cent believing the Green Dot — a financing mark that says nothing about the package — indicates recyclability. The full account is in the Green Dot article. Strength grade: moderate — a proper consumer-organisation survey, known through trade coverage; the primary report was not retrieved.

Recycled-content terminology. The APR-commissioned GLS Research survey — 1,600 nationally representative US adults, February 2021, margin of error ±2.5 points — is the located instrument with the most fully documented method. “About seven in ten (71%) adults believe that the product is made entirely of recycled content if they see ‘100% certified recycled content’ on the packaging.” 28 per cent correctly defined “made with recycled content”; 6 per cent “made with post-consumer recycled material”; 3 per cent “made with post-industrial recycled material”; 2 per cent “made with pre-consumer recycled material”; under 1 per cent knew “mass balance.” “More than four in ten adults (42%) mistakenly believe that the label ‘contains recycled content’… means that the product is made entirely from recycled materials” (GLS Research, 2021). Strength grade: moderate-to-strong — professionally fielded and nationally sampled, commissioned by reclaimers with a stake in the mass-balance debate. The commissioner’s interest lies in showing low comprehension, which is the direction the results take.

Two precision notes. The 71 per cent is a literalism error about content itself, not a misreading of a content claim as recyclability. An earlier draft of this library spoke of “error rates above 80% on several common formats.” That is supported only for recycled-content terminology (incorrect-or-unsure rates from 72 to over 99 per cent), not for disposal labels generally. Well-designed action-oriented labels perform better: Australian testing reported 82 per cent correct disposal answers (WRAP, 2020), and the ARL reports around three-quarters recognition with majority instruction-following intent. The record is a gradient: near-total failure on technical content vocabulary, moderate-to-good performance on clear behavioural instructions, and symbol-only formats between the two.

Korean grade label. A September 2025 Seoul KFEM survey (n = 1,013) found 39 per cent reading Korea’s mandatory “difficult to recycle” grade as meaning not recyclable — a misreading with disposal consequences in the Korea article. Strength grade: weak-to-moderate — NGO online panel, one product category.

High confidence, low accuracy

Comprehension failures sit beside high self-assessed competence. The Recycling Partnership’s 2022 Recycling Confidence Index — 3,127 US respondents plus focus groups — found nearly two-thirds rating their own recycling ability at eight or better out of ten, while “just beneath the surface is a lack of confidence about the right way to recycle.” Only 17 per cent felt well-informed about what happens to recyclables after collection (The Recycling Partnership, 2022). Set beside the National Academies’ figures — 82 per cent trusting on-pack information, 63 per cent confused by it — the pattern is: people trust the labels, rate themselves competent because they follow the labels, and inherit the labels’ ambiguities as confident error. Strength grade: moderate — industry-commissioned, but convergent across instruments.

A population that knew it did not understand would seek information. A population that confidently misunderstands acts on its errors at scale — the “wishcycling” in the contamination literature — and is insulated against correction by the same trust the labels have acquired. On these instruments the problem is not an absence of information. It is miscalibrated confidence, produced in part by the labels themselves.

One interpretive rule

Across every located instrument, the errors point the same way. Arrows read as recyclability whatever they denote. Content claims read as more complete than they are. Grades read as binaries. Financing marks read as endorsements. Consumers apply a single rule: a green-adjacent mark means this package is environmentally good and belongs in recycling. The actual distinctions among mark families are invisible to that rule. The misreadings are not random error to be removed by education. They are a systematic compression. The design question — what survives that compression — is What makes a label easier to understand? The legal question — whether marks that predictably feed it are deceptive — is in the claims theme.

Most consumers, most of the time, do not know what most packaging sustainability marks mean, and report confidence that they do.

Change over time

The comprehension record is usually a snapshot. The few time series available are recognition, not comprehension. Recognition has risen: EU Ecolabel +11 points since 2017; ARL +28 points in three years. Independent comprehension of technical vocabulary has not been shown to rise with it. The National Academies’ 2025 wording is still “inconsistent and misleading packaging labels.” Rising recognition with stable misunderstanding is consistent with the noticing record: people become more familiar with marks they still cannot parse.

Grading the record

Direction of error: strong. Every located instrument points the same way. Absolute rates vary with the instrument. Technical content vocabulary fails at very high rates. Action-oriented disposal instructions perform better. Symbol-only formats sit between. Scheme-commissioned comprehension figures (OPRL’s 96 per cent) should not be averaged with independent definitional tests. They measure different things.
