EU PPWR implementing-act watch
Current position
Regulation (EU) 2025/40 is in force and generally applied from 12 August 2026. The harmonised labelling architecture is enacted, but several formats, methods and application dates still depend on later Commission measures. A statutory deadline that has passed does not mean the act has been adopted.
Why the later acts matter
The PPWR contains two kinds of rule. Some provisions apply directly from the regulation’s general application date, including defined information duties and the conditions on environmental claims in Article 14. Others create an obligation in principle but leave the technical content to the Commission. For those duties the later act does more than supply artwork. It can fix categories, colours, data architecture, calculation methods and the date from which the package must comply.
That distinction matters most for Article 12. The regulation requires a harmonised material-composition label, a reuse label and harmonised formats for voluntary content claims, but application is measured from the relevant implementing act. An “overdue” act does not make the package obligation overdue where the formula is the later of a fixed date and a period after adoption.

What applies without the label acts
The absence of the harmonised format does not suspend the PPWR. Economic-operator roles, conformity assessment, technical documentation, declaration and market-surveillance duties apply on their own terms. Article 14 already restricts environmental claims about properties the PPWR regulates: the claim must concern performance above the applicable minimum, and must say whether it relates to the packaging unit, part of it, or the operator’s packaging portfolio.
Delay does not automatically extinguish national law. Existing national marks must be read under their own instruments, the PPWR’s harmonisation clauses, and any Commission or judicial action. France’s Triman/Info-tri regime remains enforceable while infringement proceedings continue. A future harmonised EU system may displace divergent national labelling. Future displacement is not present repeal.
How the clock should be calculated
Store every dependent date as a formula with three fields: the fixed statutory floor, the event that starts the alternative period, and the “later of” rule. When the act is published, add the calculated date without deleting the formula. That stops a tracker from presenting 2028 or 2029 as unconditional when late adoption can move the result further out.
Publication signals and false positives
A draft, consultation paper, committee agenda, standardisation request or Commission presentation is evidence of work in progress, not adoption. The authoritative signal is publication of the implementing or delegated act, with its identifier and Official Journal record, plus any scrutiny period for delegated acts. Link a press release to the act; do not treat it as the act. Track corrigenda and consolidations: a small correction can change a date formula or a cross-reference.

Note on sources and verification
This watch is deliberately narrower than the PPWR's full programme of secondary legislation. It selects measures that determine on-pack content, associated digital information, claim substantiation or the recyclability grades likely to be communicated through packaging systems. “No adopted instrument located” reports the result of the searches conducted for the Atlas and should not be read as proof that no draft or unpublished committee text exists. The operative PPWR text controls the measure type and deadline.
