Portugal: Volta since April 2026, not a household sorting pictogram
Portugal requires covered single-use beverage packaging to carry the Volta deposit symbol and a registered GTIN/EAN code. The deposit system has operated nationwide since 10 April 2026. The transition allowing marked and unmarked stock to coexist ended on 9 August 2026. Portugal does not otherwise prescribe one national sorting panel. Harmonised Union labels apply later under the Packaging and Packaging Waste Regulation.
The question this report answers
Portugal’s principal current sustainability-related package mark is the Volta deposit-return identifier. The nationwide system began on 10 April 2026 for primary, non-reusable beverage packaging made from plastic, ferrous metal or aluminium with a capacity below three litres. Consumers pay a deposit of EUR 0.10 and recover it by returning an eligible empty container through an authorised collection point. Packaging within the system carries the official Volta symbol, normally beside the barcode, and uses a GTIN/EAN code registered for deposit-system identification.
The transition allowing marked and unmarked stock to coexist ended on 9 August 2026. During that period, only containers carrying the Volta mark were subject to deposit and eligible for refund; unmarked containers remained within ordinary selective collection. From 10 August 2026, covered single-use beverage packaging newly placed on the Portuguese market must participate in the system. The transition should no longer be used to justify new unmarked market placements. Portugal does not separately require one general household sorting pictogram on every package.

What Circular 01/2026 made operational
The system covers the material and volume classes specified in UNILEX and the implementing instruments. Product exclusions and special categories must be tested against the current legal text and operator specifications rather than inferred solely from package shape. An in-scope container is differentiated from ordinary packaging through the Volta mark and its registered machine-readable code. Circular No. 01/2026 explains that the change from ordinary packaging to deposit packaging entails both the Volta symbol and a GTIN/EAN change, applied through direct printing or labelling. The code is not merely a retail identifier: it connects the package to system registration and allows automated or manual collection infrastructure to determine eligibility.
For return, the container must be empty, intact, retain its cap where applicable and have a readable barcode. These conditions preserve recognition and material quality. They also show why the Volta symbol is an eligibility mark, not a general statement that every component will be recycled in every circumstance. Producers and packers placing covered beverages on the Portuguese market must register products, participate through the managing entity, charge and account for deposits, and ensure correct package identification. Importers can be the obligated national market actor even where a foreign brand controls the original presentation. Distributors, retailers and the HORECA sector have separate collection, refund and transition responsibilities.
The Portuguese Environment Agency and the Directorate-General for Economic Activities share regulatory and implementation functions, while economic and environmental inspection authorities can supervise compliance. Incorrect use of the mark, failure to register or failure to participate can engage the packaging-waste and market-surveillance framework.
Two functions that have not merged
Regulation (EU) 2025/40 generally applies from 12 August 2026. Its harmonised material-composition label begins on the later date specified in Article 12 and depends on implementing acts. The future EU label will describe material composition and sorting. The Volta mark identifies deposit eligibility. From 12 February 2027, Article 12(9) confines identification of EPR participation to a digital carrier. That rule is about EPR identification. It is not a repeal of Volta. Export-only packages should not imply Portuguese deposit eligibility.
