Slovakia: ZALOHOVANE since 2022, not a general material-coding duty
Slovakia requires covered beverage bottles and cans to carry the national Z deposit symbol, the word ZALOHOVANE and a registered barcode. The system has operated since 1 January 2022. The refund is EUR 0.15. General material coding is not a universal national on-pack obligation. Harmonised Union labels apply later under the Packaging and Packaging Waste Regulation. The national mark is not a proposed consequence of Union law.
The question this report answers
Slovakia’s deposit-return system has operated since 1 January 2022. It covers specified single-use plastic beverage bottles and metal cans from 0.1 to three litres inclusive. Eligible products are recognisable through a Z symbol within recycling arrows, the word “ZALOHOVANE” and a registered barcode. Consumers receive EUR 0.15 when an eligible empty, uncompressed package with a readable code is returned. The producer or importer must contract with the system administrator, register each package and submit physical samples for verification before sale. The system is therefore operational and mandatory, not a proposed consequence of the EU Packaging and Packaging Waste Regulation.
The mark communicates deposit eligibility. Other plastic packaging continues through ordinary separate collection and does not acquire a deposit merely because it carries recycling arrows or a foreign return symbol. General material coding is not a universal national on-pack obligation.

What Act 302/2019 covers, and what it excludes
The system includes qualifying plastic bottles and cans used for water, soft drinks, juices, iced tea, energy drinks, beer, cider, perry, radler, fruit wine and similar beverages. Milk and milk-containing drinks, syrups and alcoholic beverages above 15 per cent alcohol are excluded. Exact classification should follow Act No. 302/2019 and the administrator’s current guidance. The administrator’s design manual controls the Z symbol’s size, contrast, orientation, protection zone and position near the EAN code. Colour can be coordinated with brand artwork if contrast remains sufficient. Each package is registered and verified before it may be placed on the Slovak market. Where direct marking is not feasible, the administrator permits a separate label for specified cans containing the barcode, deposit logo and “ZALOHOVANE” text under the manual’s conditions. A universal barcode sticker is available only for narrowly approved draught-beverage cases within the producer’s own distribution.
A producer or importer placing a covered beverage on the Slovak market must conclude the system contract, register packaging, charge and account for the deposit, pay fees, keep separate records and report monthly quantities. Retailers charge and refund deposits and operate collection duties according to size and system rules. The Ministry of Environment and competent inspection bodies oversee the statutory scheme, while the system administrator verifies package conformity and can refuse registration. Market placement without required participation or correct marking can trigger statutory and contractual consequences.
Not an EU proposal
The PPWR generally applies from 12 August 2026, but its harmonised material label is scheduled for the later Article 12 date. It does not retrospectively explain the Slovak Z mark and does not eliminate current deposit registration. From 12 February 2027, Article 12(9) confines identification of EPR participation to a digital carrier. That rule is about EPR identification. It is not a repeal of ZALOHOVANE. The two labels serve different purposes. Compressing the status into “EU proposal” is the error this report is written to prevent: the national mark has been in force since 2022.
